Localizations support

Adding support for SAP Spain localization on all components: Avatax Add-on, Avatax WebUI and Avatax Event Service.

Updated features for SAP Canada localization in WebUI.

Fixes

• Fix on AES with Service Layer enabled, for recalculations using the Additional Expense (Freight) mode. In European localizations the tax was removed by SAP on recalculations, now it’s fixed.
• Fix for Avatax address validation issue. For some addresses the returning coordinates are longer than the supported latitude or longitude length (for example 10.69999999999999). Added now a rounding function to adjust this response from Avalara, setting up to 6 digits on the decimals.
